Child Care Tuition Assistance for Eligible Mississippi Families

What is the Child Care Payment Program?

The Child Care Payment Program (CCPP) is a federally funded program administered by the Division for Early Childhood Care and Development (DECCD) at the Mississippi Department of Human Services (MDHS). The program is designed to provide qualifying parents and guardians with child care tuition assistance.

The CCPP is designed to provide childcare assistance to qualifying parents and guardians. The CCPP assists low-income Mississippi families by offering a seamless system of high-quality child care through the Child Care and Development Fund (CCDF) subsidy program.

How CCPP Works:

Parents who work at least 25 hrs per week and meet the income requirements for participation in the program will be responsible for paying their childcare provider a monthly co-payment fee (which can be as low as $3/month per child).

Parents will be responsible for published tuition rates. For example, if a parent has a child enrolled in Fishers of Men Bible and Music Center and our tuition rates are $26/day ($130/week) and the Child Care Payment Program pays $22/day, the parent is responsible for paying the $4 daily difference to us, the child care provider in addition to the monthly co-payment.

Eligibility Guidelines:. 

Income Eligibility limits are based on family size and household income. Low-income families, children of deployed parents, as well as children in foster or protective services could qualify. Families being served by Healthy Families Mississippi could also qualify.

Some items you will need to apply:

1. Proof of Age of Child (Birth Certificate)
2. Proof of Income/ Most Recent paycheck stubs (A months worth for the family)
3. Proof of Work/ Paycheck stubs
4. Proof of Education/ Job Training
5. Combination of Employment/ School
6. Proof of relationship/ guardianship (Birth Certificate)
7. Proof of state residency (MS Drivers License)
8. Proof of identity (MS Drivers License)
9. Proof of child support cooperation
10. Proof of special needs/ disability

Reasons for Ineligibility:

After an application for child care services has been submitted, an MDHS employee will determine program eligibility based on the information and documents submitted by the parent. If the parent does not meet all of the eligibility requirements or does not submit all required documents, the application will be denied. Once determined ineligible, a denial notice will be sent to the parent by email stating the reason for the ineligibility. Reasons for ineligibility include but are not limited to:

1. Child is over 13 years of age or 19 years of age (special needs).
2. Household income is over 85% of the State Median Income (SMI).
3. Family assets over $1,000,000.
4. Parent, spouse, or biological parent not working at least twenty-five (25) hours per week or enrolled in a full-time educational program or job training program.
5. Child is not a Mississippi resident.
6. Failure to submit required documents.
7. Parent is not cooperating with the Division of Child Support Enforcement, if applicable.

CCPP Certificates may be terminated for the following reasons – Nonpayment of
provider fees and/or co-payments for a period of three (3) months
